The stated minimum spec for the PC version of SE:V2 from the Steam Store page:

System Requirements
OS: Microsoft® Windows® Vista (Service Pack 2) or Windows® 7 (Windows® XP is NOT supported)
Processor: Dual-core CPU with SSE3 (Intel® Pentium® D 3GHz / AMD Athlon™ 64 X2 4200) or better
Memory: 2GB system memory
Hard Disk Space: 10GB of free drive space
Video Card: Microsoft® DirectX® 10.0 compatible graphics card with 256 MB of memory (NVIDIA® GeForce® 8800 series / ATI Radeon™ HD 3870) or better
Sound: Microsoft® DirectX® 10.0 compatible sound card or better
DirectX®: Microsoft® DirectX® 11.0


The key information for running SE:V2, is that your video and audio cards must be Dx 10 compatible, and you must have Dx11 installed.

(Direct X is a feature / component of Microsoft Windows Operating Systems. It is available as an update to Vista, and is built-in to Win7. This is the key reason SE:V2 is not compatible with Win XP)

How to check which version of DX you have:
Running Direct X Diagnostic Tool (DxDiag)
1. Click the Start menu and in the ‘Search Programs and Files’ or ‘Run’ field type ‘dxdiag’, then hit the enter key.

This will start the diagnostic tool, which will scan your PC, and show a window like the image below, and shows a variety of useful information about your system.

The first piece of information to check on this first "System" tab is your DirectX Version (highlighted in red)

Clicking the "Help" button (bottom left) starts Windows Help and Support giving advice on using DxDiag.

Note the button "Save All Information" (highlighted in orange). Clicking it allows you to choose where to save a text file with all of the information gathered by DxDiag. This is useful for examining your system setup, especially for sending to our tech support address if you continue to have issues that you cannot solve.
